The city administrator says a final cost will be calculated in the weeks to come, but a preliminary figure is $16.7 million for all contracts.  Langel says the city may not be able to obtain grants for the new wastewater treatment facility, but it may be able to obtain a low interest loan through the state and federal government's revolving fund.
