Mysterious uncompleted construction in the middle of Foster Park this past winter has been uncovered.

What appears to be a monument of some kind has a completely different purpose.  The brick encased structure will serve as an electrical panel for events in Foster Park, including Ice Cream Days June 16 through 19.
